Recently, the first working meeting of the drafting group for the "Regulations on the Recall Management of Defective Special Equipment" (hereinafter referred to as the "Regulations") was held in Beijing. Representatives from the Special Equipment Bureau of the State Administration for Market Regulation, the Defective Product Recall Technology Center, the Sichuan Provincial Market Supervision Bureau, the China Special Equipment Testing and Research Institute, the Guangdong Provincial Special Equipment Testing and Research Institute, and related enterprises attended the meeting to study and determine the principles, framework content, task division, and schedule arrangement for the formulation of the "Regulations".

The recall of defective products is an important part of the special equipment safety supervision system and an important means of strengthening in-process and post event supervision. It not only reflects the principle of prudent and inclusive supervision of technological progress, but also forces production enterprises to implement their main responsibilities and improve the quality of design and manufacturing. In recent years, the State Administration for Market Regulation has lawfully implemented product recalls on some defective special equipment such as elevators and gas cylinders, eliminating a batch of identity defects that endanger safety and achieving good results. In order to implement the requirements of the Special Equipment Safety Law of the People's Republic of China and further improve the management system for the recall of defective special equipment, the Special Equipment Bureau of the State Administration for Market Regulation has initiated the development of safety technical specifications and the Management Rules for the Recall of Defective Special Equipment. The "Rules" will make specific provisions on the scope of application, regulatory system, obligations of production units, and recall procedures for the recall of defective special equipment, further enhancing the level of legalization of the recall work of defective special equipment.
